This salvia does seem to survive here in southern England even in cold winters. I have several around the garden. The flowers seem to vary, some red and white and others all red. The leaves smell of blackcurrants when you brush against them. It does flower almost continually all summer. Over winter it will die back and might look dead, but will put on growth again in the spring.
